Level 4 will become closer to Level 3 in difficulty, the jump up will not be as drastic as it is now.
I don't think this is a serious change. What I really think he means here is that the omgwtf level 4 missions that are not solo-able by anyone without 20m sp and a billion isk setup will no longer be in level 4.
Level 5 will be the new level, consisting partly of the most difficult Level 4 missions, but mainly new missions. New missions in Levels 4 and up will focus on the escalating warfare between the Empires and factions. This incidentally enables you to engage Dreadnoughts, Carriers and Motherships.
Oh really? This is poorly written, as "enables you to engage" could be taken to mean the NPC might have them and you can engage them, or that PC could be able to use them, or both. If a "nerf" is about to happen then how is it your mission runner will afford a dread, carrier, etc... and furthermore why would it be worth putting billions of isk on the line to run the missions? If CCP hasn't thought that out they are 100% wasting development time... I wouldn't count on that.
Levels 5 and up are all in 0.4 security and below.
5 and up people. Not level 4. I could care less about higher level missions, at least for the forseeable future. I'll let someone else hack away at that, tho I can see it making low sec more desireable, which is good. You pirate runners might even see some love finally.
The majority of these new missions will not have ISK bounties on NPCs, they will be Loyalty Point focused or Mini-Profession based. You earn your ISK by selling to other pilots. We're very aware of ISK inflation and this is a step in preventing that.
LOL. You're changing the method we get ISK, but we're going to need more isk to pay for capitals to run missions now, and you think thats going to stop inflation? This doesn't do a damn thing to inflation but it does make you complete missions instead of farming them. Good move.
The Loyalty Point system will be turned into a more store-type mechanism, almost how many envision a black market (and in essence it is), thus creating a high-level ISK sink. You would now earn Loyalty Points on the corporate level, allowing you to move easier to other agents in the same corporation.
I fully endorse this idea and or service. The current LP system sucks.
New missions will be focused on fewer NPCs, utilizing the big ships and structures as focal points to provide better server and client performance.
Structures are boring. Bigger rats would be nice, and fewer rats would be nice, but be careful that it doesn't become a case of being even more boring to run missions.
Mission rewards can be split among a group.
It's about time. Just make sure that those of us that are anti-social will continue to pay you every month.
Encourages colonization of low security, the higher population providing pirates with more, but tougher (capital-ship-driving-group-flying) pilots. Said capital-ship-driving-group-flying pilots probably remember said pirates from when pirate took pilot out the last time and capital-ship-driving-group-flying pilot will stop if he sees said pirate criminal flagged at a gate.

Slowly involves the "PvE" player in more "PvP" EVE activity. And this is pretty much delivered all at the same time.
The only thing worse than another EvE player telling me how to play this game is CCP telling me how to play it. I don't disagree with a path that encourages and gives a softer pve to pvp tranisition, I think that would be excellent. I'd be more careful how you word this, CCP.
All in all I'm pretty positive about the changes. And I'm a negative bastard. If all else fails you can still mine veldspar.
